Rule 2: maximal number of unit in scenario = 20000

Forming army units: cities(with the starting and current affiliation) or seaports(current affiliation), economy>=20, without contact with enemy units, need 30 enlisted men.


Air Forces units

Forming air units: airbases (the starting and current affiliation), (seaports for air units with seaplanes), without contact with enemy units, need 1 airplane(seaplane).



Navy - ships and submarines.

Rules for laid down:

  • cells of map in contact with seaports (the starting and current affiliation, economy>=60), also seaport must have contact with city (with economy>=20)

  • construction and repair of ships is possible the cells in contact with the seaports

  • ships and submarines are placed in these cells - according to general rules (rules about the submarines, aircraft carriers).
